Just off the base, there's a bar called the Vacuum Breathers' Bar, owned by war veteran Gallagher, where one wall featured hundreds of named beer mugs, —one for each patron whose ship was hulled, yet survived.
After the signing of the False Peace, in 2668, Jason Bondarevsky went there to have a drink. He was soon joined by Hunter and Doomsday. Then Hunter's loyal Kilrathi servant, Kirha, shows up at the bar looking for his master, after being freed from POW detention. Asked about his opinion of the Armistice, he spoke his mind about it, and about Baron Jukaga. See Kirha for more.
Kevin Tolwyn then shows up at the bar, looking for Hunter, Bear and Doomsday, saying he's booked a shuttle for them, that his uncle wants to meet them at his family's Windward island home.
Later in 2668, during the Battle of Earth, Moonbase Tycho is bombed by two kilrathi cruisers, destroying several carriers that were under construction.

[Baron Jukaga] had but one cruiser left with him, seven falling to the inner defense line. The other two cruisers had turned to bombard the naval yards of Earth's satellite, the bright flashes of explosions tearing through the military bases and construction yards spread out on its barren, air-less surface and in orbit above it, smashing dozens of ships of the fleet including the carriers still caught in dry dock.
In 2670, Jason Bondarevsky and Sparks meet Geoffrey Tolwyn in Moonbase Tycho to wait for the arrival of Vance Richards aboard a Landreich cruiser. They go to the VIP Lounge to discuss the recruitment of Sparks and Bear into the FRLN. They take the offer. Tolwyn was also invited to join, but he chooses to come with them to the Landreich without formally resigning from the Confederation Navy. See False Colors, pages 25 trough 55.
