Vakka Clan

The Vakka clan appears to be a sub-clan of the Ki'ra clan, who used to rule the Kilrathi until the Kiranka defeated them, just before the arrival of the Utara.

In 2634,Vakka was the only assembly member who argued against the Emperor's decision of going to war with the Confederation.

A rumbling growl of approval erupted from most of the eight clan leaders of the Empire and from behind his translucent curtain the Emperor carefully studied the reaction of each of the eight, and those who sat arrayed behind them.

Jukaga

Vakka's son, Baron Jukaga nar Vakka, was sent to Fawcett's World by his father, to meet a human prisoner there, Abram, and to learn about those whom he would soon be fighting at McAuliffe.

Action Stations, page 101:

Walking through the open-air compound, Jukaga nar Vakka looked around warily. It was, first off, the scent which was so damned disturbing. Since it was a new smell, and one not yet placed as that of prey or rival, his reaction was mixed. The humans, standing listlessly beyond the double strand of electrified wire stood silent, watched him pass. He could hear their whispers, high pitched, disconcerting.

Even after his first brief conversation with Abram, Jukaga had been changed.

Baron Jukaga became head of Kilrathi Intelligence, was the architect of the False Peace; –which he secretly hoped would NOT to work, but that it would cause a civil war, instead; and which he, in fact, tried to help along, by, in 2668, uniting the other clans to rebel against the Emperor and Prince Thrakath. He also tried to kill the latter, by pipe-bombing their shuttle. His plans would have succeeded but for one self-appointed spy for the emperor, which result in his being sent to the front, aboard a cruiser, part of the fleet going to Earth.

In the last moments of his life, Baron Jukaga prevented the destruction of Earth, by killing the captain of the cruiser he was aboard, during the Battle of Earth, in 2668.

Fleet Action, page 289:

He looked back at the Baron.

“We might not have the pleasure of first pounding their cities to rubble, but we'll poison them all anyhow. …

“And you call this victory,” the Baron hissed. “May Sivar spit on you.”

“No, I call it revenge.”

Baron Jukaga lunged forward, grabbing at the commander's holster and pulled out his pistol…

In fact, one might say that Abram, in Fawcett's World, in 2634, saved the Confederation 34 years later, by gaining such respect from Cats that would one day play such crucial role. But Abram may have done more than that: the “Lost Orders” may well have originated from the Vakka clan.
The real mystery of the Lost War Orders is NOT so much who sent them, as to how did Banbridge know where to send Turner to pick them up. But I digress…

Vakka nar Jukaga

Jukaga's son, Baron Vakka nar Jukaga, will, after the end of the war, help assist in retrospective historical studies about the period before the start of the war, and the Kilrathis' motives. In 2677, military historian Colonel Schwarzmont writes,

But the fact that the Vakka clan is a sub-clan of the Ki'ra can be gleaned from Kirha's revelations at the Vacuum Breathers Bar, in 2668:

“I know of this Baron Jukaga of the hrai of the Ki'ra. They are the most ancient of the families, their blood even thicker than that of the Imperial line. Their hatred of the Imperial family is well known.”

“How's that?” the bartender asked, coming over, obviously curious.

Before we gained space, in the Seventh Dynastic War, the family of the Emperor gained dominance over Kilrah, defeating the Ki'ra who were forced to swear allegiance. It surely would have become an Eighth Dynastic war, except for the arrival of the foolish Utara.”

How "noble" is the Vakka clan?

We read earlier, Vakka is of higher breeding than the Emperor.

Action Stations, page 10:

Vakka delivered his opening in the ceremonial dialect of the court, speaking the words with a sharp, clear enunciation, which was an indicator of his good breeding. Some might have taken his tone as a subtle insult against the Emperor himself, whose lineage was not as ancient.

So one can safely conclude that the Vakka clan is indeed a sub-clan or hrai of the Ki'ra; as they couldn't possibly otherwise by of higher breeding than the Emperor and yet not even be one of the “Eight Noble Clans”.
