Belisarius Group

The Belisarius Group is a conspiracy within the Confederation's civilian government and the military, and have a paramilitary force called Y-12. In the civilian side they seem to have infiltrated Intelligence even before 2634, that is, before the start of the war 1); and possibly took control of Decommisionings by the early 2660's 2); plus they've infiltrated the Peace Commission, the Foreign Office, and plenty of key places. On the military side, they'd managed to recruit high officers like DuVall and Murasaki; but had failed to penetrate ConFleet Intelligence by 2634 (if we read Winston Turner between the lines), had failed to penetrate the Landreich government to any great extent even as late as 2670, and failed again in their attempt to recruit Geoffrey Tolwyn.

Their goal was to stage a military coup d'etat and assume the government of the Terran Confederation. They were about to do so in 2669, but the end of the war takes the wind out of their sails. In 2670 they are trying to re-ignite the war, by facilitating a cat warlord (Ragark)'s plans to attack the Landreich, but Tolwyn's successful recomissioning of the derelict KIS Karga (renamed FRLS Mjollnir) and his heroic campaign to Baka Kar, thwarted their plans once again.

Most of what we read about the Belisarius Group comes from a chat between Tolwyn and Jason “Bear” Bondarevsky in 2670. However, after Jason leaves Tolwyn's quarters, Tolwyn regrets having had to say “half truths” to Jason. 3) So one must refrain from taking anything said during that conversation as fact. What we can confidently take as fact is that Tolwyn indeed did NOT join the Belisarius Group. We know this because two members of the Belisarius Group (Clark Williams and Lorenzo Mancini mention, in False Colors, that Tolwyn opposes their plans. But the rest of the story about David Whittaker's visit to Tolwyn in 2669, and how their conversation went, must be grabbed with long-nosed pliers. He also mentions that some of the leaders of the Belisarius Group have “enjoyed increased power they've acquired as a result of the war” (FC, pp.200), which is probably true.

During his musings in late 2670, after the chat with Bear, Tolwyn calls the GE (Genetic Enhancement) Program the “plan within the plan” and the “virus within the bacteria”; but we're never told exactly how Black Lance was supposed to defeat Belisarius. David Whittaker dies in mid 2670; apparently suicide, but it is hinted that Y-12 are good at that. It seems that the GE program was the brainchild of Whittaker, and that Tolwyn then inherited it.

Note: There's an officer aboard the TCS Victory, in 2669, CO of the Red Squadron, whose name is Daniel Whittaker, who might be related to David Whittaker. We never hear of him again, after the war; but he was with the Victory during the failed first voyage of the Behemoth, and then the successful Temblor Bomb campaign.

Organizations possibly associated with Belisarius

  • TCN R&D Starbase, in Vega sector
  • Bartok Enterprises, producers of the Hades class Quick Strike Assault Cruisers.
  • Remin-Krug; –most of their facilities were destroyed in the Battle of Earth.
  • Governor Menesch, during his office, possibly in early 2660's was the main money launderer for Belisarius, buying Talon's from Decommissionings and paying for them in ways that didn't show on the ledgers. Menesch was deposed and went into hiding, but by 2668, during the false peace, Menesch comes back to try and grab a piece of the action, now that Decommissionings was growing. Apparently Belisarius have new clients now, in Gemini, that have taken Menesch's place; primarily mobster Roman Lynch. Menesch has neither its former supplier, nor all of its former buyers. As the war resumes, he makes contact with Kahl, and begins buying Salthis for the Church of Man, depressing Talon sales and prices, and drawing the Ire of Belisarius (Goodin) and Lynch.
1) two facts that hint to this are when Winston Turner says to Kruger, in Action Stations, that civilian intelligence is believed to have been compromised, and then, after the battle of McAuliffe, says to Tolwyn to never forget that he serves the civilian government, not the military… Why was Turner thinking about that when considering Tolwyn's future career? Maybe he knew about a Belisarius conspiracy back then?
2) See my Privateer Analysis page. May sound very speculative, but it's really the only lead we have in WC for where the financing for Belisarius and Y-12 may be coming from; and what a big lead it is!
3) In fact, some of the things he tells Bear are flat-out lies. For instance, he says that he didn't like the Behemoth project, and that he didn't know about Paladin's Temblor Bomb project; and yet, back in 2669, Kevin Tolwyn, speaking to Blair aboard the Victory, refers to Behemoth as his uncle's “pet project”, and even lists some of the reasons why his uncle thought it was better than the Temblor Bomb.
