Considered incompetent by many, Nagomo somehow made it to Admiral, and climbed to the position of Base Commander at McAuliffe. Apparently, much more competent Sargent Ulandi, his top-kick, helps mask out Nagomo's incompetence.
Action Stations, page 24:
[Turner:] “How is [Ulandi]?”
[Skip:] “Retires in six months. Riding herd on Admiral Nagomo till then, making sure the admiral doesn't screw things up.”
“Damn it all.” Winston sighed. “How the hell do we have people like Nagomo running the most important base in the Confed?”

When the kilrathi launch the “real” war, in 2634, and make their appearance at McAuliffe, Admirals Nagomo and Long get into an endless argument about what to do. It was Ulandi who first mobilized the base, and who leads the ground resistance, and Winston Turner who saves the Concordia, and together with Dayan and the Ark Royal, repel the kilrathi fleet. Nagomo and Long are both killed during the Battle of McAuliffe.
