Member of the Vakka Clan, a sub-clan of the Ki'ra clan.
Baron Jukaga is called Jukaga nar Vakka in Action Stations, but he's called Jukaga nar Ki'ra elsewhere.
In 2634, before the start of the war, Jukaga was sent to Fawcett's World by his father, Vakka, to meet a human prisoner there, Abram, and to learn about those whom he would soon be fighting at McAuliffe.
Action Stations, page 101:
Walking through the open-air compound, Jukaga nar Vakka looked around warily. It was, first off, the scent which was so damned disturbing. Since it was a new smell, and one not yet placed as that of prey or rival, his reaction was mixed. The humans, standing listlessly beyond the double strand of electrified wire stood silent, watched him pass. He could hear their whispers, high pitched, disconcerting.
Even after his first brief conversation with Abram, Jukaga had been changed.
Action Stations, page 116:
“You know I have orders from the Imperial Court to kill all of them,” Harga said quietly.
Jukaga felt a sudden mix of emotions. An hour ago it would not have troubled him in the slightest, but now? He had spoken with one of them, shared drink, been challenged to think.
Baron Jukaga became head of Kilrathi Intelligence, was the architect of the False Peace; –which he secretly hoped would NOT work, but that it would cause a civil war, instead; and which he, in fact, tried to help along, by, in 2668, uniting the other clans to rebel against the Emperor and Prince Thrakath. He also tried to kill the latter, by pipe-bombing their shuttle. His plans would have succeeded but for one self-appointed spy for the emperor, which result in his being sent to the front, aboard a cruiser, part of the fleet going to Earth.
In the last moments of his life, Baron Jukaga prevented the destruction of Earth, by killing the captain of the cruiser he was aboard, during the Battle of Earth, in 2668, before he could launch chemical bombs.
Fleet Action, page 289:
He looked back at the Baron.
“We might not have the pleasure of first pounding their cities to rubble, but we'll poison them all anyhow. …
“And you call this victory,” the Baron hissed. “May Sivar spit on you.”
“No, I call it revenge.”
